What changed, and why
How this sample answers what we found on prtpo.org.
On October 13, 2026, Evolve reviewed the public HTML of the prtpo.org home page. This sample answers each issue below. It is a preliminary read, not a full audit. Color contrast, keyboard behavior, screen reader output, the other pages, and the PDFs are tested in Task 1 of our proposal.
Already working on prtpo.org
The page language is set, the header, main content, and footer are marked as landmarks, the logo has alternative text, and Title VI information is offered in English, Spanish, and Filipino. Remediation keeps all of this.
What we found and how this sample handles it
| What we found | WCAG criterion | In this sample |
|---|---|---|
| The regional map's alternative text is the file name "2019-Peninsula-RTPO-Map.jpg" | 1.1.1 Non-text Content | Descriptive alternative text plus a text table of counties and county seats |
| The banner image's alternative text is the file name "PRTPO-Background-2.png" | 1.1.1 Non-text Content | Decorative photos use empty alternative text, so screen readers skip them |
| Three level 1 headings on the home page, plus an empty level 2 heading | 1.3.1 Info and Relationships; 2.4.6 Headings and Labels | One level 1 heading per page, logical heading order, no empty headings |
| Link text "Click" and "here," split into two links that lead to different PDFs | 2.4.4 Link Purpose (In Context) | Every link names its destination and file type |
| Two links that contain only a space and have no name | 2.4.4 Link Purpose; 4.1.2 Name, Role, Value | No empty links |
| The home page title is only "PRTPO" | 2.4.2 Page Titled | Every page has its own descriptive title |
| No visible skip link, though page landmarks exist | 2.4.1 Bypass Blocks | A skip link is the first item on every page |
| The mobile menu opens through a hidden checkbox; keyboard and screen reader use need testing | 2.1.1 Keyboard; 4.1.2 Name, Role, Value | A real menu button that reports whether it is open |
| Documents open in new tabs without warning, and most links do not say they are PDFs | Advisory for 3.2.5 Change on Request | Links stay in the same tab, name the file type, and offer another format |
| A third-party translation widget loads on every page | 2.1.1 Keyboard; 3.1.2 Language of Parts (to verify) | Language help through the contact form, and multilingual content tagged with its language |
| The footer link to resources points to /resources while the header uses /resource | Likely broken or redirected link | One address per page, used the same way everywhere |
| The heading "PRPTO Resource Manual" misspells the organization's name | Content quality | Corrected |
